This paper introduces a customizable economic analysis tool for various recovery program owners and operators within the SUD continuum of care. It considers various characteristics including the operating and capital costs, location (including rural/nonrural), size, and success rates of these programs. The aim is to equip owners and operators with an accessible resource to estimate the economic costs, benefits, and return on investment specific to their programs. The application of this tool reveals significant advantages linked to SUD recovery-oriented services, even when using more conservative estimates of recovery benefits.
